Most of my inspiration CSGdesign's Natural Growth (http://www.csgdesign.com.au/CSGf/viewtopic.php?f=24&t=44). The biggest difference between Whitewater and NG though is the way I develop and plan my cities.

I like to call my play style here "controlled natural growth", meaning I keep my cities from getting too big or too small through planning ahead and limiting growth where needed, but maintain several aspects of natural growth, such as supplying the cities needs as they arise, and using minimal plops and no cheats. I'm in no rush to meet the clouds with soaring skyscrapers, they'll come as demand (and my whim) allows.

Update 2 - Humble Beginnings.

Welcome to Whitewater Run, the frontier town in the Whitewater Territory of Durham. It was chosen as the site for Whitewater's first town after the discovery of oil.

The expansion of Oak Island Grainery has caused a surplus in production. This surplus would be sent to other frontier locations such as Riverfront, further east. The basic ferry and boat docks crossing the river cannot support entire freight trucks, so a street bridge might be required in place of this.

Most of Whitewater Run's development takes place on the east side of Oak Island, in the middle of the widest portion of Greenstone River. The area on the eastern bank, after being surveyed, was determined to be suitable for development. This would put it closer to logging fields and other hamlets on the eastern plains, which are mostly flat and wooded.

Both developments were connected by a car/passenger ferry system consisting of two terminals on either side of the river.

Meanwhile, more farms were constructed along the west and south beaches on Oak Island. This would eventually make either a seaport, or a long bridge necessary.

Another proposal included the development of a river delta about 15km south of Whitewater Run. A road line wasn't put on the table by local bureaucracies but a small private contractor, a branch from Orangewood Feed and Seed, volunteered for the construction of a pontoon which would link up to the ferry route being used by residents of Whitewater Run. The pontoon would more than likely be constructed out of aluminium.. which could easily be removed and replaced with a larger ferry terminus if required.

Meanwhile, city industry began developing a short walk north of the eastern development in Whitewater Run.. which produced pollution in nearby areas.. but the many jobs it created.. combined with the general location being on the continent and not the island made it the forecasted hub for development for the next 5 years or more.

Central Whitewater Territory is considered to be the area near Wooded Island and Branch Island, situated between Goldspire and Whitewater Run. A beautiful peninsula near the east branch of Little Whitewater River and Big Whitewater River is expected to be the next site for development.

A railroad connecting Goldspire and Whitewater Run was on the docket for a monthly council meeting. While there is a river connecting Goldspire to BWR (Big Whitewater River), it is nowhere near wide or deep enough to allow ferries to safely travel. A road would be unjustified because of very low population and traffic usage. A railroad would also be faster and allow easier access to the surveyed area near the river fork.

The path for the railroad is simply an estimate. It will become more detailed as planning and surveying begins taking place.

In other news, local industry began developing in Goldspire. Since this industry is so close to residential development, walls were put in place along the outer edges of industrially zoned land to aid in containing pollution and noise in order to improve conditions near the residential development.

According to census figures, the Goldsby population is projected to be 5,376 over the next five years.

UPDATE 5 - A Newborn Town
Branch Island is an island south of Wooded Island on the Little Whitewater River. Until recently it has been nothing more than absolute wilderness until the first low density residential and small ferry dock were established.

Although there is a pontoon, Branch Island needs access to the ferries in Whitewater Run, which can't travel Little Whitewater River due to it not being wide and deep enough, at least until the construction of the railroad is complete. Knowing that towns simply can't grow without some form of infrastructure to connect it to the outside world, it's gotten Goldspire demanding for some form of access to infrastructure as well. If the region is to ever expand, something must be done to connect the two struggling towns to Whitewater Run.

Whitewater Run's council has finished the official path that the Whitewater Run/Goldspire rail link will take. Work has already begun and is moving along at a steady pace.

Whitewater Territory is becoming a very popular place for settlers, which in 6 years has grown from the village of a few lone settlers to a sprawling community of more than 6,000 residents. Several citizens had signed petitions and it quickly had a public water system on the docket. This would unfortunately run the city over its allocated spending for the year, meaning it would be a few more years before a public water system could be put in place.

Citizens turned to a local waterworks utility centre. It was in the private sector, run by a small family and was involved in the production of anything that required water. Because of frequent rainfall and the fact that the river was large enough, Whitewaterworks decided to build a medium sized water tower near to its manufacturing and processing plant and build pipelines across the western side of Whitewater.

Because of the expense of piping water across the river to the industrial sector, unfortunately the east is still high and dry - for now at least.

Hmmm... the fact the photos aren't working it a little odd. If you PM me the code you used for the update I'll have a look if maybe there is a setting I haven't enabled/disabled, or perhaps the code is slightly different from the old site. Of course, copy/pasting the links works too. :)

I know the only difference I found when porting over is while on forumotion chaging the size is [size=18], here with SMF it is ...

I sometimes forget of my administrative powers. :P

Anyways, I had a look and nothing out of the ordinary. The major thing seems to be - in a lot of posts - the BBCode isn't working, at all. I tried bolding, italicizing and changing the colour of the text I put in (the Admin Edit: ...) and the code shows up, but doesn't format the posts for some reason.

Would you mind trying using some BBCode in a post below? Thanks!
It seems to be choosey on when to work in your posts. :S

We're going to kick off this update with a few announcements. First of which, the journal due to the lack of interest and activity has been discontinued on CSGforums (and because I rarely if at all post there anymore). Second is that Durham v2 now has its own website, which can be found here! (http://durhamsc4.weebly.com/). It's not quite complete so don't nitpick just yet :P

A journal which will run alongside this one, Stories of Durham is in progress. It will showcase two different provinces within Durham - Stocking Island and Pembroke Territory. It is scheduled to be started on 10 September.

Now, onto the update.

The population of Whitewater as a whole has surpassed 15,000. Whitewater has hit 8,500 and Goldspire is at 5,500. Because of the difficulty of enforcing the council's ordinances in Goldspire for being so far south and with a population surging nearly as high as Whitewater Run's, it has decided to liberate Goldspire and establish its own council.

While this took many worries off of Whitewater Run's shoulders, it thrust them onto Goldspires, and Whitewater Run still has some troubling concerns to take care of. First is the increasing demand for agriculture in Whitewater Run, but the lack of space makes that a problem. An area near the industrial dispatch in Whitewater Run is being considered for farming, however it hasn't been made official yet.

Agriculture isn't the only thing in demand in Whitewater Run - a new industrial dispatch has already been approved for a small peninsula on the western portion of the river.

In Goldspire several problems present the newly formed council. One problem is connections to Whitewater Run. Although construction of the rail link has been making swift problems, manufactured products have been sitting warehoused. Another concern that has been raised is the large amounts of traffic headed to the nearest ferry dock in the nearby village of White Settlement. This is the largest problem facing the council right now as road pollution has been killing farm fields nearby. Something must be done soon in order to save the agricultural business in Goldspire.

Another concern facing Whitewater Run's council is the growth on Branch Island. Surrounding terrain is too steep to build on, however holds one of the rail junctions for the Whitewater Run - Goldspire rail link. Another junction connecting Wooded Island to Branch Island is located nearby, and is expected to be the location for a new industrial dispatch within the next ten years.

I don't know why that's happening. I'm looking into it still, but I had the same problem going from here to SM. It seems like the BBCode just stops working completely, not just the IMG codes. I tried quooting your previous post, to no luck.

Definitely weird. I've posted this in the staff forum, maybe frex knows what's going on. If not, I'll bring it up with our host on the support forum.

PROBLEM SOLVED (HOPEFULLY!)
I just copied your post into the editor, hit preview and it works! It turns out it is probably the image re-sizer, which added height=# and width=# into your posts, which is where it seems to have stopped working.

If you could please try posting it again to see if that actually is the problem, that's be awesome! :) Try both copying/pasting your post from here, and SM - if you wouldn't mind. If you have to, do it in a test topic so as not to clutter up this one.

Welcome to the first "The Reader's Opinion" update!  You get to choose what happens next in the journal and the most popular decision is what goes through.

As stated before, something must be done to save the farms and the agriculture industry in Goldspire as traffic increases region-wide. The only viable way to go about this without creating any additional commute times is to build a four-lane road straight across between Goldspire and White Settlement. This will be the one and only road that goes west and plenty of connector roads from the agricultural areas will be built to prevent congestion on any particular back-road.

This would allow a higher speed limit as well as alleviate congestion on the current 2-lane road between the two towns. This unfortunately would mean the road would have to cut straight through the farmland. This has Goldspire farmers worried, and some have even been lobbying the newly formed council to disapprove the plan. Residents, on the other hand have been lobbying the council to pass the proposal. As stated before, simply going around the farms wouldn't improve the commute-times because of the extra drive further north and back south again, cause even more congestion on back roads and render fertile land to the north unusable.

Additionally a new residential village between the two towns has been proposed but hasn't made it to the voting-stages yet.

That is a nice job using those barriers to separate the farms from the rest
of your development josh. You will find the farms will survive longer if
you continue to use those white highway barriers to protect them.

Except for highway aesthetics it's the only reason I use them really. And they definitely are effecting at preserving the farms and preventing dilapidation, especially next to busy roads.

titanicbuff: whoo- a cross rail=- boy- if another train is comming a wreck occurs- you might wanna go over that.

That's why they came up with rail traffic signals :P

simLink: I've noticed a nice spike in rail interchanges recently... they are pretty cool and yours is no exception. :) I had one in my CJ region but it doesn't do much... eliminated one of the rail lines for now :P. thank you all! and to answer your question matt it's because I wanted something more unique and I hate the default Y junction on rails (very unsmooth as far as turns and its asking for a derailment)

Fantastic photo - the size of the region is immense... for me anyways. :P I get lost very easily in maps that are larger than about 7x7... 6x6 is pushing it. Though it does give plenty more room to play with I suppose. Either way the region is coming along nicely... I look forward to seeing how this eventually looks in the future. :)

The Whitewater expansion project is a massive development project funded by the region council to house the flocks of people moving to the region. The project will create 5 new municipalities, 1 large subdivision, and 6 villages, all scattered across the region. Also, 3 new ferry routes, and a total of 5 new connector routes will be created, three of them being major. In addition the population in current cities is expected to increase nearly 40% over the next 2 game-years.

The new White Settlement subdivision is already halfway completed even before Goldspire began future residential development, instantly propelling White Settlement to population 11,000, temporarily making it the second largest city in the region.

With the sudden population increase came a sudden commercial demand increase, which was satisfied in Goldspire, primarily with the addition of several new low-density/low-wealth commercial zones as well as a mcdonalds..

Meet John Lancaster. John is a nature-loving person who wanders out into the most remote areas in the most beautiful places in the world. He goes where nobody else would set foot, except somebody has set foot here.

Off of the main road into the new White Settlement subdivision is a narrow trail consisting of packed mud. John wrote in his diary later the experiences he had while on this trail.

John Lancaster made his way down the ten mile trail back to town as fast as he could. Unable to run back due to the excessive length and his age, it took him 4 hours to reach the police station.  By that time it was already 5:00 in the afternoon. He approached the attendant at the front desk frantically.

"Um, can I help you?"
"Yes, south of here, about 10 miles, there's a huge coal mine... I don't know who built it or what it's doing there..."
"I can assure you that there's nothing but complete wilderness 10 miles south of here."
"I'm serious, there is, at the end of that trail."
"OK, we'll send some guys down through there first thing tomorrow morning."

First thing in the morning meant 7:00 AM, as the first glimpses of sunlight showed up on the autumn morning. Lancaster wasn't lying. Sitting right there was a massive coal mine, completed with storage sheds, bulldozers, wood piles, and even 4 minecart tracks. Lamps across the field had already been turned on.

The team of investigators scoured out the main building, but to no avail. But then, a rustling in the nearby trees gave away the position of 4 people. The investigators immediately captured the suspects.

Something wasn't right about these people. Absolutely unruly, standing up hair, severely torn white T-shirts and similar blue jeans. They hadn't bathed in weeks, and their appearance and smell bore witness. These hill billies were in search of fortune. Coal is of absolute value in Whitewater, after all.

It was a highly unpleasant surprise when the gang was brought into the police station for their mug shots... even worse in the police cars which didn't have those little fancy car air fresheners...

The coal mine would later be burned down. The suspects were later sentenced to 10 years in the regional prison.

A new project has been started within the journal, which will "unify" the appearance of older updates, integrating them with newer ones. Also, many of the updates will be "decluttered" (removing any unnecessary graphics, etc). In addition the "cross-commenting" in the replies section of each update will be cleaner and easier to read. Replies from other sites will be posted in a smaller font, and quotes from previous updates will be removed. Also, the twitter page, which never really got anywhere, will be removed from updates and will be retired.

The "decluttering" stage will remove the main journal banner from each entry (meaning it will only be present in the introduction entry), leaving just the replies banner. Also, pictures larger than 1024x768 in previous updates will be scaled down.

In future updates, larger photo sizes will be used (1280x1024 or higher), and will be posted in high-definition PNG, with an 1024x768 posted on the forums linking to the larger version, each photo will also have brightness/contrast adjustments as well as bump-mapping to improve the quality, but will usually not have any more photoshopping than that, as I don't believe that excessive photoshopping actually makes a photo look worse. Also, over time, NewsWhitewater will be refined to look much more professional and less "rushed".

My aim for future updates is also to make them much more interactive, by retiring "the reader's opinion" and integrating off-site polls (since polls here can only be deleted by moderators...) into most issues that arise within the region. Also on occasion readers will be able to choose what happens in future updates. Finally, more integration within the three sites which this journal is posted on (cross-linking each site, for example) will happen.

Many of these operations will also be performed on the journal's web-site (http://durhamsc4.weebly.com/). There will be no more updates until the project is complete, but afterwards the next  mega-update (a thirty picture one), as well as the start of the Whitewater Run Mayoral Elections (http://durhamsc4.weebly.com/whitewater-run-mayoral-elections-2013-2014.html) will take place.

You'll see that a few updates have already taken place, and more will gradually happen in the future. Also, I'd like to thank my readers for keeping this journal alive, especially since it isn't very well known, not being posted on the "big sites".

Here is some climate information on the region to keep this going until I can get an update done.

Whitewater is situated to the north of the continent of Durham. It is the fourth-largest region and least populated. The population surpassed 60,000 in December 2012. It is approximately 75% land and 25% water. One major river, two small forks and a very large floodplain which has been completely saturated for many years. The waters of this floodplain continue to rise every spring and autumn as large amounts of rain sweep across the area from the north coast.

Whitewater experiences long, very cold, wet, but highly variable winters and short, warm summers It receives, on average, nearly 65 inches of rain every year. It rains approximately 1/3 days during the year, most of the time usually in a slight drizzle, but often during the spring torrential downpours can last all day.

Agriculture thrives during the summer due to frequent rains and warm temperatures. The climate is not suitable for farming starting in September and ending in either June or July (except for some cold-weather plants). July is the warmest month of the year (with high temps anywhere from the upper 60s to mid 70s, often higher or lower). January is the coldest month of the year (with high temps anywhere from the upper teens to the upper 20s). About 15 days out of the winter, temperatures are lower than -20F, and about 10-20 days during the summer, temperatures can be 80 or higher, beginning as early as May and ending as late as November.

During the winter months rain often turns to sleet and snow. Snow has happened on a few occasions even in July before during especially cold years, and there was one occasion where there was no snow at all for the entire year. This is due to Whitewater's extremely varying climate. During the summer, a sudden cold snap may occur, bringing high temperatures into the thirties or lower, and during the winter there may be little to no cold fronts, keeping temperatures around the 40s or higher.

Snowfall is a very well known problem and is familiar to settlers in the region as well as natives, who are prepared for sudden, heavy snowfall during the summer and winter. As much as 15 inches may fall in 5 hours and continue snowing for up to an entire day, non-stop. Often times, it will then begin snowing again the following night. This sort of weather has the ability to paralyze the entire region, stopping all trade, transportation, and commerce, knocking out power, and freezing water pipes, effectively shutting down the region. Because of this, constant preparation and construction made to withstand prolonged periods of bitterly cold weather are absolutely necessary.

NewsWhitewater on Christmas Morning

It's the most wonderful time of the year! And what would a Whitewater Christmas be without snow? Snow can happen as early as July, but this year it's been quite scarce. Many residents thought that it would be a Christmas without snow (a very rare occasion), but on Christmas Eve, a wide and fairly powerful snowstorm moved across the region. The region's children would be able to wake up to a white Christmas after all.

The snow began to fall at about 8PM. Around this time, all the neighborhood's Christmas lights were on - this particular neighborhood has some of the best scenery in the entire city.

At about 10PM, as snow began piling up, the power went out across much of the city. As the wind began howling and drifts piled up, it became obvious that it might be too white of a Christmas....

The low temperature that night was all the way down to -28F (-33C). Much of the river completely froze, therefore causing the region's ferry system to discontinue service indefinitely...

Update 15 - A Look at Whitewater Run

The city of Whitewater Run hasn't been seen in a while. Since then, it has grown. But the east side faces problems with abandonment. Many new arrivals have packed up and simply moved to White Settlement or Goldspire. Some say this is because of the lack of commercial. Others say a new bridge needs to be built across the Great Whitewater River. Still, others say the problem is pollution, while many are saying that it's from a lack of healthcare and education. Either way, all of these problems are serious and need to be fixed.

The west side hasn't been doing so great either. The unemployment rate is at 7.5% and traffic is a major issue. The city has lost 20% of its total population (down from 50,000 to 40,000) in recent years. Something must be done, and must be done NOW, to save the city.

A power centre was developed on the far west end of town. It originally started out as two big-box stores next to each-other, but this then grew into a large, disorganized power centre that's hard to get around. This particular area employs 45% of all residents on the west side and on the east side, it employs nobody, except a few people.

Sprawl has become increasingly unavoidable. As shown by this picture, the middle class is the largest group in the city. Included in the lower class are 25% of Whitewater Run's residents, 65% are part of the middle class and the remaining 10% are in the upper class.

The entire western island is nearly settled with some small wooded areas left to zone. All farms have been pushed back to the west, and a farm community has popped up not far to the west. This will be shown in later updates.

Update 17 - Progress in the City

The population is beginning to increase once again as progress is made in the urban renewal project. Things are getting better - and this is made obvious by the various mid and high rise hubs popping up across the city, massive expansion of retail, and even a new shopping mall. Let's take a look.

Once nothing but farmland, this area has been approved for apartment and condominium development.
I realize there are boxes hanging from the cranes, this is NOT a dependency issue, it's meant to be like that.

The primary CBD is located on the west side. The surrounding houses will be converted to mid rise apartments and high rise condominiums in the near future. Ferry service has been stopped temporarily because of the new development and residents are encouraged to use RailLink until the new bridge crossing the river is opened.

The abandoned suburbs of the east side are being redeveloped. New parks, sound walls, schools, and bike trails made the east side much more attractive.

Despite the unfinished road connector and RailLink dealing with increasing traffic amounts, people from all over the region visit this shopping mall.

January 2013 Referendum

This is where disputable issues will be brought up that the journal readers will decide on. This is the second referendum that has been held and includes four issues. You're encouraged to vote on all four of them.

Also, if you'd like to propose an alternative, you can.

Proposal 1: New development in scenic, forested portion of Goldspire

This issue is up for debate due to the scenery and nature of this area. Park land would be added and maintained, however.

First of all, great census, the only suggestion is write which city in the images or above, some didn't have which city they were from. :P Nice to see each city and an image, looks like things are booming in some areas. :)

As for the proposals:
Proposal 1 - Yes
Proposal 2 - Yes
Issue 1- Location B
Issue 2 - no. I think this should be a mix of residential and commercial mid rises, not completely one or the other.


Those are my thoughts. Looking forward to what happens. You are doing awesome. :D

Progress in the City - Part 2 + Referendum Results

There are larger photo sizes starting this update. They will be under 1280x1024, instead of 1024x768. If demand is high enough, a resized version to 800x600 will be posted (elseware, not here)

The city shows no signs of slowing down anytime soon. Commercial demand is slowly being satisfied while the population continues to rise. Let's take a look at some of the changes that have been made since last time.

This particular hospital has transformed the area. It is expected to be the site of the Durham University. This particular hospital is expected to become part of the medical school there.

This commercial district struggles because of its location out of the way of any residential development and because of space related issues. A high rise pod was started here, but never made it very far.

Whitewater always seems to be happy during the day, and when the weather is nice. But under a blanket of overcast a night during a snowstorm, things change..... a lot....

At sunrise on a Tuesday morning, police lined a quiet neighborhood street. Bystanders watched as the police went door to door and were talking to several people.
John Lancaster had been in Goldspire and had witnessed a group of hicks build a dangerous coal mine on stolen city property a far walk from the city center. And now, on his own street, something happened.
While anxious about what could have taken place that morning, an officer approached him, placed his hand on his shoulder and sternly asked if he knew what had just happened.

"Uhhhh, no?" replied Landsdowne.
"A group of serial killers found their way here. They ran off into the nearby woods before we could tell who they were or what they looked like. Mr. and Mrs. Long a few houses down were murdered."

Wondering if he was in danger and if he could get any more information, he turned on the news to find that a similar situation had just happened in Whitewater Run no more than two hours before. And on top of that, there was a bank robbery in White Settlement and a wildfire along a rural stretch of the Regional Highway which was only extinguished by fire planes. Each of these had no suspects, in fact, there weren't even any persons of interest.

By this time it was getting quite obvious that this would evolve into a huge scandal, a controversy. The entire region had already been disrupted by this string of events. Were they by the same person? It seemed to be that way at first glance but it could have been different people. And if so, were they connected?

"After the police left things seemed to go back to normal, the sound of construction on a nearby highway expansion commenced once again and the sound of traffic increased. Then the sky darkened further and the snow began falling once again. It was a Tuesday and a foot of snow wouldn't be enough to shut down the city, so off to work it was. It was a very slow drive into Whitewater Run because the snow plows had only cleared and treated the right lane of traffic and the ice was already re-accumulating, so I had plenty of time to think about this. The area I work in is safe, but I'm not far at all from the edge of the remote forest. What would happen if they made their way there? And the fact that these people were on the loose made me queasy. Thankfully I'd get off of work early, two more feet of snow were expected by tomorrow morning."

Update 20 - Under the Cover of Darkness - Part 2

I walked into the regional headquarters building and took the elevator up to floor 17, which is where my office is. There was this person on the elevator going to the same floor as I was. He was biting his nails, breathing heavily and had a nervous look on his face. I didn't want to ask what he was nervous about, so when we got to floor 17, we both got off. As I walked down the hall toward my office, this person followed me until I opened the door. Then he immediately turned around, and walked the opposite direction, turned down another hallway, and I didn't see him again.

After a few minutes I got engulfed in writing reports and taking phone calls that I didn't give that person any further thought. But then as I was taking a break, sitting by my window looking out over the forest, I heard loud yelling and someone pounding on a table from the office next to me. I sort of figured that his computer crashed or he accidentally clicked "don't save" on a report, and the person next to me had anger problems to begin with.

Except the person next to me was on vacation.

I stepped next door and quietly knocked on the door just to see who was filling in for him. They had seemingly put a brown paper cover over the window on their door, and I heard rustling and quiet talking when I knocked and then, all was silent. I knocked again, and someone said "who is it?"

"It's me, John Lancaster, the person from the office next door."
"Oh..... uh.... come in...."

I was surprised to see that this was the exact same person I met in the elevator. Except he was breathing even more heavily than he was before. I tried to engage in some conversation to try to get to know him, he might just be nervous about something or likes to talk to himself.

"So, your name is?"
"Uhm... Clark?"
"Well, nice to meet you Clark. John Lancaster."
"Ahuh..."
"So are you filling for Lewis?"
"Umm.. uh.. yeah?."
"So, are you new here? And what is your position?"
"Uh, no, I worked on, uh, floor 14. I was moved here. I'm an...eh... record manager?"
"Okay, good to meet you."
"Mhm."

I was wondering about this person and why he was unwilling to talk, why he was biting his nails and why he kept fidgeting. I didn't want to start rumours, might just be that he has avoidant personality disorder, but this person was making me nervous too, so I went to some co-workers and asked what they knew about it. I asked two people who were next to me and a few others across the hall, they had all seen him but never did go to see who he was, because of his nervousness.

I immediately felt that this person wasn't supposed to be here. What was all the rustling? And why did it sound like several people were talking? And if that was the case, what happened to all of them? I went to the district manager to see if he hired a Clark. I told him what he had said, and I told him about the noise and yelling that I heard. He replied, "There is no Clark working on floor 17. There wasn't a Clark on floor 14 either. There's only "Clarks" on floors 8 and 25.

The district manager told me to stay in his office, and not to go back to mine. He immediately went to this alleged "Clark's" office.

The office was in a huge mess, the window was open, and nobody was there.
